Cabinet Approves Revised Civil Service Code

The Ministry of Public Administration and Political Affairs (MPAPA) announced on Monday, January 13, 2025, that the Cabinet has officially approved the revised Civil Service Code and Rules 2024, replacing the Civil Service Code, Rules, and Regulations of 2011. The approval was granted during the 10th Cabinet Meeting held on Wednesday, December 18, 2024. This revision marks a significant milestone in the ongoing reform of Sierra Leone’s public service.

The new revised rules aim to enhance service delivery, promote efficiency, uphold professionalism, and attract top-tier talent to serve the people of Sierra Leone. With Cabinet’s approval, the Civil Service Code and Rules 2024 take immediate effect, replacing the 2011 version.

“The Ministry, together with its constituent public service regulatory institutions — including the Human Resource Management Office (HRMO), Public Service Commission (PSC), Cabinet Secretariat and Office of the Head of Civil Service, and the Public Sector Reform Unit (PSRU) — reaffirms its commitment to supporting civil servants in implementing this revised framework effectively,” stated MPAPA.

The reform is a key component of the Medium-Term National Development Plan 2024–2030, serving as the fifth pillar of the Government of Sierra Leone’s Big Five Game Changers. It aligns with the vision articulated by His Excellency, Dr. Julius Maada Bio, in his parliamentary proclamation to revamp the Public Service Architecture of Sierra Leone.

“The Ministry urges all civil servants to familiarize themselves with the revised document and adhere to its provisions, ensuring accountability, transparency, and improved service delivery across all public sectors,” added MPAPA.

The statement also mentioned that an implementation strategy and guidelines will be developed to ensure widespread sensitization and a deep understanding of the revised Code and Rules.
