Freetown, Sierra Leone, April 22, 2025—A senior military officer from the Republic of Sierra Leone Armed Forces (RSLAF) is in custody following allegations that he raped a junior female officer at the Villa Four, Wilberforce, Freetown.
The incident, which reportedly occurred on April 22, 2025, has sparked outrage and calls for urgent reforms within the military.
According to sources familiar with the matter, the accused Colonel Francis Kwame Kanu, director of training, allegedly ordered the female officer to prepare a meal at his quarters as he was expecting guests. Afterward, he allegedly threatened her with violence if she resisted sexual advances and proceeded to sexually abuse her.
According to sources, the female officer suffer injury in the lips, face and legs during the alleged rape. After the incident, the victim then informed her dad who was a retired military officer. The matter was then reported to the military police.
Prior Harassment Allegations
Reports indicate that the colonel had been harassing the female officer for months, including preventing her from receiving her monthly rice supply. Witnesses claim the accused subjected her to verbal abuse and intimidation, further highlighting the toxic environment faced by women in the armed forces.
Human Rights Advocacy
Abdul Fatorma, Executive Director of Campaign for Human Rights Development International (CHARDI), condemned the incident and called for immediate reforms to protect female personnel in the RSLAF.
“These brave individuals continue to endure the harrowing realities of sexual harassment, domestic violence, and even rape within the military,” Fatorma stated. “This distressing situation highlights the urgent need for reforms to protect the dignity and safety of female personnel in the armed forces.”
Fatorma emphasized the importance of transparency and seriousness in addressing such cases, referencing past concerns raised by CHARDI in January 2022 about sexual harassment and domestic violence within the RSLAF.
“We are calling for a thorough investigation to ensure justice and uphold the integrity of the armed forces. We will continue to monitor the grave human rights concerns in the military,” he added.
Investigation Underway
The case is currently under investigation by both military and police. Advocates and stakeholders are urging the RSLAF to take decisive action to address systemic issues and create a safer environment for women serving in its ranks.
