Sierra Leone: HRMO on Individual Performance Appraisal System

The Directorate of Performance Management in the Human Resource Management Office (HRMO) has on Tuesday March 9, 2021 commenced the quarterly tracking of progress implementation and challenges on targets set in the civil service in accordance with the nationwide Individual Performance Appraisal System.

According to the Director, Performance Management, Mr. Usman Cherry Conteh, every civil servant must set a target or Performance Tracking Table (PTT) in agreement with his or her supervisor, annually.

He stated that every target must be specific, measurable, achievable, realistic and time bound.  He furthered that the PTT documents are to be completed and submitted not later than January 15, 2020, and informed that HRMO will conduct the mid-year review and the annual review on those documents in December based on the targets set annually.

Mr. Conteh said that as part of the reform in the HRMO, the   Annual Confidential Reports which civil servants used to fill has been replaced with the Individual Performance Appraisal System, to access the performance of civil servants, with a view to rewarding or sanctioning every worker.

He however, noted that under the new system, civil servants will be promoted on the basis of competence, and no longer on the basis of years of service or on the achievement of higher academic credentials, to ensure effective and efficient service delivery.

He added that the monitoring exercise will continue in the province where everybody will be involved.
